Horizon 2020 is relevant to SMEs as it is to academia or large companies. However, smaller companies sometimes encounter obstacles to participation, such as fewer dedicated resources or less experience. Fit4H2020 allows Luxembourg SMEs to prepare a project proposal in a more confident and structured way, thereby increasing their chances to join highly visible, financially attractive, and innovative projects across most scientific and business domains.

With our support or alone, identify calls for proposals that match your company’s vision and objectives. You can then hand in the Declaration of Intention as soon as possible to inform us of your plans to submit a proposal.

After having submitted the proposal, you can then send the Application for Financial Contribution to benefit from the Fit4H2020 aid, by joining the eReceipt proving the submission of your proposal. The Fit4H2020 you will perceive corresponds to 5% of the requested financial contribution. You will benefit from the Fit4H2020 aid independently of the call results. Payment is managed by the Ministry of the Economy.

  • Develop your project and craft a convincing proposal, bearing in mind excellence, impact, and implementation, and ensuring a good fit between your idea and the call.
  • Submit your proposal. You can then submit the Application for financial contribution to obtain the Fit4H2020 aid shortly. 

General eligibility conditions 

Please bear in mind that, in order to benefit from the Fit4Horizon2020 scheme, the company should fulfil certain basic requirements. The company should:

  • be constituted under Luxembourg law and engage in an effective economic activity on the Luxembourg territory
  • employ at least five people (full-time equivalent) in Luxembourg
  • have the necessary financial resources to manage the part of the project that will not be covered by EU co-funding
  • carry out research activities described in the project proposal in Luxembourg
  • not apply for the Fit4Horizon2020 aid more than once for the submission of an identical project. The resubmission of a project proposal will thus not be eligible.

In order to benefit from the Fit4Horizon2020 scheme as project participant, the company should, furthermore:

  • employ less than 250 people in the Grand-Duchy of Luxembourg at the date of the call publication
  • have benefitted from less than 40,000 EUR aid in the framework of the Fit4Europe scheme, added to the aid granted within the Fit4Horizon2020 scheme launched in 2014


To make sure that the participation is well planned, please submit the Declaration of Intention at least one month (for SMEs that participate in a project) or two months (for SMEs that coordinate a project) before the call deadline. Late submissions can unfortunately not be considered. 

Supported European Programmes

Funding schemes that are eligible for this aid under Horizon 2020 are:

  • Research and Innovation Actions
  • Innovation Actions
  • Future and Emerging Technologie (FET)
  • SME Instrument Phase 2
  • Fast Track to Innovation
  • Marie Sklodowska-Curie Actions
  • Eurostars
  • Active and Assisted Living Joint Programme (AAL)

However, funding instruments such as "Coordination and Support Actions" (CSA), or any other instrument under Horizon 2020 that does not involve research and innovation activities are not eligible for the Fit4Horizon2020 aid scheme. 

Restrictions in the granting of the Fit4Horizon 2020 aid

Certain restrictions apply to the grant of the Fit4Horizon2020 aid

  • The Fit4Horizon2020 aid scheme cannot be granted to more than three projects coordinated by the same company within one year.
  • The amount granted under Fit4Horizon2020 cannot exceed 5% of the requested EU financial contribution of the respective project proposal.
  • The amounts granted to project proposals in which the company acts as participant cannot exceed the total of EUR 40,000 for amounts granted under Fit4Europe and Fit4Horizon2020.

The attribution of the Fit4Horizon2020 aid is subject to budget availability.

Fit4Horizon2020 Essential Documents

Please hand in the "Declaration of Intention" before the call deadline, and the "Application" after you have submitted your Horizon 2020 proposal, accompanied by all requested documents. Documents can be filled out on the screen and then printed or saved.
